Whiterun deffo best for armour and weapons. At Warmaidens both the girl outside and the bloke inside the shop have separate budgets, The Skyforge has its own budget and the Huntsman place will buy food and weapons and armour.
yeah just find the merchant in one of the towns and then sell ur stuff u also can wait 24 hours in the game to reset the budget of the merchants.
48 hours, or you know just do the better option
Quick save, punch vendor, quick load, inventory reset.
Just get one of the many rich merchant mods from the workshop and save yourself this kind of screwing around. Unless you find it fun, of course. There are definitely some merchants whose repeated dialogues make punching them feel good. :)

The main reason I got it though is to let Trade and Barter[www.nexusmods.com] increase shop prices ×20 and still be able to sell at a good price. You can configure this bag to pay out 0-100% of the value for your items, and I gradually increase it in tandem with my player level. :)
