I can Temper the ebony blade, even when Im not supposed to?
As far as i know, you are not supposed to be able to improve the ebony blade at a grind stone, yet I can and it shows up as an option. The skyrim wiki/uesp claimed the the tempering data should not even be available in game so why is it that I can? I'm running a few mods/very close to vanilla and the only suspect i can think of that would go out of its way to add tempering data would be the unofficial legendary patch. Can anyone else temper it? Or is there something funky on my end, because I dont think the patch added it.

According to this, they removed the ability to temper, after being convinced that it didn't belong.

Which wiki are you using? This one clearly shows that ebony weapons are able to be tempered. The game's been that way since day one.

You need to have an ebony ingot on you in order to temper, and a high enough skill level and the ebony smithing perk (if I remember right, it's been some time since I played the game). Without the skill being high enough, you can only temper to a certain point, and without the ingot you can't temper at all.

That blade should not be enabled to improve

If you can then you have one mod that allows it.

So i just oppened the Creation kit for the Skyrim.esm and Update.esm: no temper file available. This time, I load up the 3 dlc.esm and the Unofficial legendary patch, then checked and it was indded there! I cicked to file details for the patch and found it mentioned. If you guys have the patch, are you also able to temper it?

Yes it worked. I checked the Creation kit, and it appears to be added due to the Unofficial patch, surprisingly.

Apparently, the tempering data was added in the Unoffical patch, according to my creation kit.
