Most of us accept reasonable limits, like not cutting off arms, in order for the game to do other stuff.... Even the Starwars games don't do dismemberment, because it's a lot of memory usage for a minor aspect....

Dismemberment was disabled by default.
I think it is a ratings thing. And I doubt under the Disney Corporation that will change.

A better option for a locational damage mod that no longer uses Papyrus scripting, but which depends instead upon SKSE for implementation, is the following:
