why is there no dismemberment in vanilla
like i've been playing skyrim for a while but no dismemberment unlike fallout new vegas where i can cut a guys head off with a knife but in skyrim i cant cut an arm off why

You can cut off people's heads in Skyrim, that's all.. Grow up.

It would require tracking the component parts of each NPC, which would seriously limit what else you could do, given the age of the engine...

Most of us accept reasonable limits, like not cutting off arms, in order for the game to do other stuff.... Even the Starwars games don't do dismemberment, because it's a lot of memory usage for a minor aspect....

Vanilla Skyrim DOES have dismemberment. I've seen it. But the kill-animations are randomized, so it doesn't always happen.

NV wasn't the same developer team as Skyrim, from what I remember

It has Decapitation, but not other body parts like an arm (which the OP mentions)

There was actually a console command back when LucasArts was independent, for SW Jedi Knight 2: Jedi Outcast which enabled dismemberment in game and it was fully animated.
Dismemberment was disabled by default.
I think it is a ratings thing. And I doubt under the Disney Corporation that will change.

the whole limb thing is basicaly an integral part of fallout since the very start , that wasnt the case with the scrolls games , decapitations are good enough

Fallout 4 has has dismemberment with all limbs and head

yeah but this isnt fallout and dismemberment wasnt a thing until skyrim and even in skyrim its just decapitations

Not sure I would recommend any mods that uses any typed of locational damage based upon pspyrus scripts. There is this, from Nazenn, and although it was written specifically for the mod Locational Damage, it also applies to other mods that use scripting to apply damage to a specific location on the body:
"...scripts that detect the location of each attack and then apply the effects are insanely long and intensive for the game to process and because of the way it applies this script will be trying to process very often in combat. This results in a high script latency building up in your game which can have negative effects on stability all around, and because of the high impact of the scripts in combat could be a primary contributor to any stack dumps occurring in players game while in combat even in a vanilla game, not to mention a primary slow down of the scripting engine.

A better option for a locational damage mod that no longer uses Papyrus scripting, but which depends instead upon SKSE for implementation, is the following:
