Are you playing with a trackpad?
I don't have a fix for it, but for myself, I've found that my trackpad zooms out on a quick scroll, and then gets "stuck" like that. And that when it does, it also "auto-reads" books.
The only other game I encountered that with was Prey, where it enters the item wheel, even though I changed the key binds.
I'm on a Legion laptop.
If this sounds like you, I don't know how to fix it, but if this is it, and you learn a fix, let me know, please.
I do not play with a trackpad.
The problem occurred after I tried to reset Hearthfire,
a stupid bug won't let me build Windstad Manor after I've bought the plot. One suggestion was to disable all mods, start the game, make a new save and enable all the mods again. Thats when the stupid problem with the camera started. It happened every few seconds, I tried everything from reinstalling the whole game etc but nothing worked.
The only solution that worked for me, was to revert to am older save, luckliy I didn't loose too much progress.
Sorry I dont have any other solutions .

From now on I wont trust any junk posts on all the different forums that comes up when you google an issue with Skyrim. And this is what I followed from a Steam post
"To anybody who's having this problem, I might have a solution.
It's a annoying solution but I'm afraid there aren't many options left to choose from.
What I did was disable all of my mods, including the heartfire DLC.
I then loaded the game, made an separate save, quit the game again."
The older save was maybe 1,5 hours prior to my trying to fix the whole it wont let me build the stupid house-problem. I am playing from that non corrupted save and I also followed a bunch of steps that you linked and everything works properly.
Hence, In the pinned Topic, Helpful Links and References, there is supplied a reference Called Reliable Forum Regulars (see Section 6, Miscellaneous). Basically a guide to those who have proven them selves over the years as being reliable sources of information, and how to tell who is and who isn't if there names do not appear (because there are some people who are knowledgeable, but simple may have been missed when compiling that list - or are less frequent contributors.
But, all that aside, I am glad everything is working now, and glad that it was only 1.5 hours you lost - and not 15 or even the whole game (yup, we've seen that, and way too often, too, due to not having saves.)
Yeah, I do a save every few hours to be safe and due to random crashes/complete shut down when I tab out/in from the game, which I think is a typical Bethesda thing.
