"...the command player.placeatme <BaseID> will create a new copy of an object and place it at the player's position. This is fine with most items or generic creatures.With unique NPCs however, a second copy will usually cause problems with quests and such.
You could try using recycleactor on him, as that does refresh the character (and, as always when using a console command, make a manual save first, just in case), but your best option (as it always is in these cases) is to just roll back to a previous save.
As that often needs lots of sword cuts around him or several fireballs.
As far as I know you only need two swipes with your weapon, sword, mace, or ax to free him. At least that is all I have ever needed. First swipe he says "It's coming loose, I can feel it" second swipe frees him and off he runs telling you he is not going to share with you. Of course you must start the dialogue with him first.
I have played through this scenario at least twenty times in the last nine or ten years and that has always been the case.
