I cant start any missions in the Skaal village.

The whole village is empty, the only people in there are the 3 guys doing something with the beam, and they dont talk to me, any tips?

You need to head to the Temple of Miraak first.

Make sure you have done the Dragonborn questline until the point you get to the greybeards. Once you come down off the mountain, you will be attacked by 2 cultists of Miraak in Iverstead. After you read the note, head to Soltheim and proceed to the Temple of Miraak as FalroTG said.

I know this is an old thread, but for anyone stumbling upon it while Googling (because the problem was never patched), I've got my personal solution. For me, the problem was that I did not follow Frea directly out of the Temple of Miraak, but instead opened the black book again to gain all the items there. You should follow Frea so she will tell her story on the way to Skaal Village. Then, when you arrive, she will talk to her father and after that the quest will continue so you can also talk to her father, Storn.

Edit: just for some extra information, I already completed the Dragonborn quest, so that was no solution for me.
