Missing housecarls

For some reason, my housecarls aren't present for the 4 smaller holds (winterhold, morthal, falkreath, and dawnstar). i've tried using the console to move myself to them and vice versa. can anyone help?

There is no Winterhold housecarl, except perhaps by mods.

The other three, are you sure you are Thane of all of them? When you become Thane, you must approach them in the Jarls house and tell them to follow you.

If they have never been to your house, they will default back to the Jarls house.

I'm also having a similar problem. The only housecarl that I have been able to get, with my latest character is Lydia, (Whiterun). For Lakeview, Winstad and Hjjerlim, the housecarls haven't even been present at the Jarls Hall, inspite of the fact that I have been made Thane in the towns of Falkreath, Dawnstar and Morthal.
Any help or suggestions to fix this would be greatly appreciated.

This worked for me:
Get the RefID for the missing housecarl from one of the wiki sites.
In the console, use the player.moveto <refid>.
If it takes you the Jarl's house, do the following in the console:

prid <refid>
recycleactor
enable.actor

The housecarl should appear.

If the housecarl does not go to your house, make it a follower, take it to the house, and repeat.
