If you are using MO2, then did you also installed the mod and set it active from left panel? I haven't checked this mod, but usually textures are direct replacement textures. If resources and plugin (if any) are active in MO2, then they should automatically replace original textures from the game.
Are the files appearing and selected active in left panel and right panel?
And are you running the game through MO2? It uses virtual Data folder, so nothing is actually installed in to Data folder. What gets loaded is based on the profile (you can have many) in MO2 folder, which manages resource folders at left panel and load order at right panel.
mod will appear on the left panel and i can activate it. however nothing appears in the right hand.
should i try running it without MO2?
Try reinstalling the mod. Does it give green "Looking Good" text with manual opiton?
I am at the cabin, so I can't really check the mod right now. I presume it is not FOMOD, because FOMOD should set folders correctly automatically - unless mod author botched the XML.
Many texture mods dont have one afaik
Mod does not need a plugin, if files are distributed as loose files.
Such files do slow up the game a bit. That is why many players archive loose files themselves and associate them with a custom plugin file.
I had a look at some of Pfuscher's textures on Nexus and I did not see a plugin in those I looked at; just dds files. I think the OP needs to check if the particular texture mod he is using uses a plugin...it may not.
Check mod archive. It need contain Data folder or texture/meshes/etc folders which is usually in data folder.
Check load order on left panel, maybe some mods rewriting your texture mod. Try put it down.
It Doesn't Use a Plugin, its just textures and Meshes.
How Would I go about associating them with a custom plugin file?
I Did install it manually and i did get it to give me the "Looking Good" text yet i could see no changes in the textures.

With Creation Kit. 32bit version is a free application here on Steam, under Tools.
I would actually recommend reading few CK instructions (it has it's own wiki) and maybe watch few videos about it's base functions, before trying to do anything real with it. CK is weird and crashes easily.
CK is often used alongside with xEdit (TES5Edit for Skryim). You can do plugin only mods with xEdit and edit records with it. Often you do not even need to pop CK open, when you are working with mods.
