Can't open Werewolf perk tree

I can enter the beast form perfectly fine but i cannot open the perk tree at all. All it say is that 'character menu is unavailable.' I've tried pressing b and o to open the trees but it still refuses to work. I suspect a mod conflict may be in place or loose files because I have an alternate changing animation (coughing before transformation) and the textures are different but I don't have any werewolf mods installed. Any help would be greatly appreciated!!!!

p.s. I do have LE so its not like I don't have the Dawnguard DLC

What does pressing tab do ? That's the key I use ... So unless you have configured the key bindings differently then you need to look up the key binding for levelling menu.
