Also, how quick can you get the Ring of Namira? You're going to need it if you want to be religiously observant. I mean, werewolves can eat people too, but that breaks another rule. Not quite what the rule had in mind or why (werewolves can generally turn back into people), but the point still stands.
According to the green pact, no plant can be harmed or eaten by Bosmer, so cutting down a tree is forbidden. However once a plant has been killed it's parts can be used, even in Valenwood, this is mentioned in the in game books, it's just not socially acceptable for the Bosmer there.
So it's a matter of how absolutely you want to interpret the Green Pact, some would say so long as the Nords kill the tree, you can use the wood, so would forgo wood entirely (which means no axes for Iron and steel, since they have wooden shafts).
Also as a side note, not only are Bosmer forbidden from eating plant based food, but technically they are forbidden from letting meat go to waste......... which means you probably need to get the ring of Namira and start eating those bandits you kill (not to mention Trolls).
Not sure how you are supposed to deal with the plant based monsters (serious mental block over their name) since technically you can't kill them..........

I don't recall any inescapable, plot-critical quests that require killing them.
I don't think you have to kill them for quests, just had a few occassions when I've been surrounded by two or three of them, and I didn't know they were there until they attacked.
I think Aela the Huntress can assign radiant quests to kill them, though, so be mindful of that.
