EDIT: Based on your post, you may have already found the above. Possibly review the list and re-enter the locations with the most books listed. I collect all books from every dungeon so I can fill all of the bookcases; including the Hearthfire library addition. I end up getting the achievement without really trying.

For a little extra info, you can't just find a dosen skill books next to eachother, college of winterhold has a quest in which you get 5 and one of the black books on solstheim has 5 next to one another, they are pretty much scattered across the world.
If you check the pages for ores, you'll a chart that lists the locations where the highest number of veins of that ore can be found. I want a list like that for skill books in general. I can't filter those lists by location. I want a list that I can filter by location so I can pick one dungeon and go to it knowing that I would find the most skill books there.
The rest is generated completely randomly.
Now, just one more achievement and I'll have them all for oldrim.
There's a comprehensive list of 90 skill books and their locations in the strategy guide The Elder Scrolls V: Skyrim, Special Edition (PrimaGames, 2016) at pages 1091-1095. It's organized in a way that easily allows you to check off skill books as you discover them. The guide notes that there are duplicate copies of various skill books and once you get a particular skill, any duplicate copies of that skill book don'y add anything to your skill.
I haven't seen any similar listing online
