Two vendors won't sell to me anymore (Belethor and Balimund)
So there are two vendors in Skyrim that will not sell or trade items with me anymore; Belethor in Whiterun (General Goods store) and Balimund in Riften (Blacksmith of Riften)

I've tried reading online for solutions, but all of the threads i read say that i need to just reload a save file or disable mods... however this issue started a while back on my current save game and the only mods i have are very basic ones, nothing that would interfere with NPCs or vendors directly (Stones of Barenziah quest markers, Lightweight potions, cleaned map, etc)

Has anyone else run into this issue and know a possible solution? Thanks

You cannot use console commands to resurrect named/unique NPCs. The game runs a death script that cannot be undone. As far as the game is concerned, that NPC is dead, what you are left with after using the resurrect command is a zombie that only uses generic NPC dialogue. The only solution is to go back to a save made prior to using that command, or if none is available, to start a new game.

the resurect command is known to be buggy. the only use for it that has not bugged with me it so use kill and resurect while the console is stil open. But useing disabale and anable is much easier and has the same effect.

if the game has had some time (sec prob) it runs a script for dead folk. disableing sertain parts and causing all kinds of buggs. Even on other npc's

I would sugest to leave it for now and settle with trading with what is not bugged. (rifen has loads of shops)
Also the mod "run for your lives" and "When vampires attack" those should keep the common folks save from vampires and dragons.
persoanly i like to have populated towns too, its adds more generic folks to just wander around town. Great for distracting dragons.

One thing more, as long as the zombie NPC (Belethor in this case) is around, it will interfere with any other NPC that is suppposed to take their place - if it is an NPC that may be quest associated, it will break the quest line. Best thing to do is to load an earlier save or start a new game - you don't want to continue playing only to find that your game is totally borked somewhere further down the line. And next time, before you consider using the console, ask in the forum first.
