A False Front Glitch(Imperials)

I've been trying to complete this quest but I can't find the courier. I went to the Inn and then to the mill, but I can't find him. The quest marker is there. It's above his horse but he's no where to be found. I tried riding the horse around but nothing happened. I looked online but I couldn't find anything. I even reloaded my game a couple of times, but still nothing. Any advice?

Curiers dont have horses.
Do you have mods installed?

The courier won't (at least I've never caught him in there) be in the inn. He will be somewhere along the road between Nightgate Inn and Windhelm running not riding and you just have to catch him.

Was it nighttime and you have Dawnguard DLC... If so..... he may have fallen victim to vampire attack and you are looking for a corpse. That can be the old 'needle in a haystack' thing sometimes.

The quest marker should be marking him, even if he's dead - not a horse which he shouldn't have in the first place.
