Just play the game. As you level up, the armour that shows up as loot and at a blacksmith's shop improves. You'll just have to wait until your character advances, it's the only way to get better stuff.

Without crafting your only option is looting. Bandit Chiefs usually have decent gear, Thalmor have elven and at higher levels glass.
Looting or buying. The earliest you'll get the best armors is done by crafting, you'll have to rely on luck. What armor are you considering good though? If you continue with the main quest you should be getting Elven armor relatively early

In vanila game looting and buying is basically what you do. DLCs provide some good gear (Although some of it loses its value quickly as you progress). Often you'll see some good gearat vendors so i suggest looting EVERYTHING(armors and weapons) so you can sell it all and make a massive profit to buy the armor with enchantments. i also suggest investing in training from trainers so that what you dont have in gear you make up with in perks and stats.
There's a full set of orcish armor in an orc camp in the rift.

One playthrough of mine I actually worked for the money to buy armor. Once I had gotten to riverwood I just sat at the chopping block cutting wood to sell. It's probably not as fast as you would like, but at least you don't have to scour for resources to grindsmith your way up. It's also nice to have a full set of steel armor right from the get go.

That works pretty good.. especialy if you've got

NONSTOP Firewood Chopping
http://www.nexusmods.com/skyrim/mods/26116/?

so you don't have to re-start the chopping every few logs. More than a few times I've started the chopping, turned the sound off & went to bed. wake up with a ton of coin.
