does the fury spell even work
it seems like every enemy I cast it on just resists it

The spell only works on people up to level 6, so theres not many things you can cast it on

if you upgrade the illusion skill tree though and dual cast it, it can get from creatures level 13-61 if you have the kindred mage + rage perk

If you want to play with illusion, you pretty much have to start at the beginning of the game when your biggest threat is occasional bandit outlaws.

You could also power level it by spamming two different spells on say like a cow or chicken and get it high enough so that its worth it

This. Also later you can get Rout etc at higher illusion levels. It's rather fun when it works.
Illusion is very easy to level if you have plenty of magic...just cast muffle.

This. Also later you can get Rout etc at higher illusion levels. It's rather fun when it works.

Does muffle level up illusion like it would sneak

It does, but it's very slow. In my experience.

Very fast in my experience, including this game. I do have LOTS of magic though as a Breton Vamp Mage with the special Magic ring etc. Still pretty fast compared to most magic. Just make sure your regen is high -- otherwise napping is faster. But you only need the adept skill to get the cost managable.

As for sneak -- no need to do any sneaking. I just spam it in front of Delvin (I mean Drevis) -- the trainer/book seller mage.

No, using Muffle at every opportunity will get your levels up fairly quickly. That's the only Illusion spell I've used so far, yet that skill is usually higher than any of my other magic skills.
