You need to be close to a major level up to get the next Level of spells. So to get Level 50 type of spells you need at least L45 in that spell school. Also each seller may have different spells. Winterhold has more mages and at least one from each school of magic so it is a good place to get spells

Got 71 in destruction, but it's been a while since i checked what the court wizards had, so thanks for the reply, i'll go take another look.
They come via a quest, when your skill is 100, wiki says 90 but two don't spawn until skill is 100, and two others don't progress untill skill is higher (which leaves one quest you can do at skill 90, for maths buffs), so I wait for spell skill to be 100.
Winterhold College it is then, i guess, dislike starting the questline there as it's pretty awful and clutters the quest log, but need dem spells.
Whereas an Expert level Thunderbolt or Wall of Storms spell could be cast several times by the time you have prepared to cast one Lightning storm. Of course all master spells are definately dual cast so do massive damage if you have the perks for them and they connect.
If you have high enchanting to reduce magicka cost for spells, but low skill its one way to obtain spells beyond your skill level.
