Game won't start?

so I've been trying to play The Elder Scrolls V Skyrim, and when I click play on the game launcher it says:

If I click yes it goes back to the launch menu and starts to load/look over my mods and when I click play the thing pops up again and when I click no it says:

I really want to play Skyrim because I haven't played for a while and I've been trying to fix this for about ten hours. I've tried verifying the integrity of the game cache, reseting my computer, setting both steam and skyrim as admin, finding skyrim in my files and launching it through that, and disabling all of my mods and dlc, and then I tried shutting down my laptop and not playing it for about 30 minutes. Could someone please help me?

Popped in, after Black Album linked the thread in to Coffee Room.

This sounds like permission issue. Try to toggle Windows SmartScreen ON and allow it to set permissions.

If you are with Windows 10, then also make sure that these settings are correct.
