Report a translation problem
It is possible to kill Durnehviir when he appears a second time before he gets a chance to speak. The quest will then never initiate.
You can reset the quest and then set stage it to 30.
Or you could always reload a previous save.

Basically I never learned the summon Durnehviir shout so I can't get the soul tear achievement.
My problem: Never learned the summon Durnehviir shout. I killed him once, and ran the second time out of the soul cairn. You need this shout to start learning each part of soul tear.
Solution A:
1. Location: go to boneyard
2. Open Console
3. Type: resetquest dlc1vqdragon
4. Then type: setstage dlc1vqdragon 30
5. Close console
At this point Durnehviir comes down and teaches you the shout and three words to summon him. Spend three dragon souls to unlock the full shout.
While in soul cairn, use the summon Durnehviir. Aim at the ground near you. He will teach you one word of soul tear. Wait for the summon shout to come off cool down and call him down again. Repeat a 3rd time. After the 3rd word the achievement should pop.
Solution B:
1. Location: anywhere in tamriel(skyrim map)
2. Get Auriel's Bow and fire a fully charged blood dipped arrow at the sun(Doing this is also an achievement).
3. Open Console
4. Type: resetquest dlc1vqdragon
5. Then type: setstage dlc1vqdragon 30
6. Close console
you need to do step 2 in order for Durnehviir to be summoned outside of the soul cairn. If you don't, he will not show up.

So first of all, a bit of explanation:
When you kill Durnehviir, his body dissapear.
Why? because he is supposed to be a "Soul" (as you are in the "Soul Cairn"...), so he already lost his body.
So you cannot use the command "resurrect" as you need to "target" a body in order to use that command.
But, when you open the console and click on anything (like a rock, or wall, etc), in the top center of the console, it show someting like: ' ' (00000000).
This means that you can "select" / "target" anything that is not in front of your character, but typing the info, with this particular format: ' ' (00000000)
With that said, we find the the RefID of Durnehviir on UESP -> xx007A31
Where "XX" is the quantity of DLC that you have installed (DragonBorn installed -> XX = 02)
So for me it will be 02007A31
So if we follow the logic of that body / soul thing of durnehvvir, Bethesda, may have made the NPC dissapeard when it's killed.
So, lets find a command that make a NPC dissapear ... -> disable
And is there any command to make a NPC appear? ... -> enable
So lets try to "enable" (make the NPC appear):
enable ' ' (02007A31)
...
WOW ! the body (corpse) of durnehviir appeared next to the area where i do killed it
(If for some myterious reason, you do not see the dead body, you can type : player.moveto 02007A31)
So now i can open the console, click on the body, (target) it and type:
resurrect 1 (where 1 means restore previous state: inventory, etc) and hit enter
he is alive again and i can continue the quest that i have missed
