Also, I can't seem to surrender. I tried killing everyone, but Hogarth cannot die. The loop comes because if I die, I spawn with everyone trying to kill me. I ran away found some loot like the two-horned helmet from a bandit, but I came back and they're still trying to kill me
use backup saves or stop killing the wrong people for fun^^
seriously... you can easily make half the shops/stables/inns defunct like this and thats even without the repercusions for side missions and so on.
example: you killed camilla, shes a backup trader for the riverwood trader.
kill lucan and you will never ever have a general trader in riverwood anymore...
1 = Sheath your weapons & spells, and surrender to the guards in Whiterun.
2 = Stop murdering NPCs.

Seems somewhat moronic odd that you thought thier wouldn't be any "game karma" after killing a npc.
Yeah that seems to have done it. I needed to wait for longer than I was it seems
