that definately sounds weird, so id guess it has to do with some mod.
in my new playthrough i did encounter unresponsive arrows swimming in water, which i didnt encounter last time around, but not like you describe.
Note: I say "happened" because the last archer run I did was in the base game. No clue if the unofficial patches fix it, only bow I use is the conjured one anymore.
used arrows that hit other surfaces in the environment get lost/broken to some degree, just as those that hit a target.
That sounds like a glitch, but I'm not sure if it's from a mod. I occasionally run across items that I can't pick up, but I don't recall any being from something I just killed. When this happens I do the following:
1 = Switch to first person view and stand either over top or next to the item and look right at it.
2 = Type "tcl" in the console and slowly walk into the item. This causes you to clip through the item and ground. Sometimes the marker to pick up an item is slightly underneath or off to the side of where it appears on the screen.
