You should be attacked by cultists after you get to town after you first talk to the Graybeards.

Don't you need to be level 20 at least in order to get the quest in the first place? Or after killing Alduin?

Don't really remember it that well but i don't think you just get a lil quest marker when you start a new save.

Talk to the Greybeards, get the second part of Unrelenting force, then return to any town. I usually go back to Iverstead. It makes no difference what level you are.

You will then be confronted by two masked Dunmer who will call you names.

You have then started Dragonborn.

Once you complete the vanilla main story quest Way Of the Voice you will be attacked by cultists. This is the beginning of the DLC main story.

I think 20 is the recommended level for going to Solstheim.

Indeed, it's a recommended level, not a requirement. None of the DLC quests have level gates attached to them.
