You can also do back step power attacks, which I am using a lot, when fighting against large creatures. It causes a small stagger event. You can continue with forwarding power attack, or side step power attack.
Those combos create a lot of damage. Just dance around it, until you can make another set of power attacks.
You can also use that small moment to climb up to a rock and melee from there. Jump down, when bear climbs up and then deliver a new power attack, when it comes down.
That is how I personally deal with trolls and bears.
2 Kill them first since they are weaker
3 resurrect them
4 send them to kill their mommy and watch how they butcher each other

Or conjuration with a GOOD summon while you're hacking it in the back. You need either a distraction or enough distance otherwise you get your ass mauled.
That's how you defeat 90% of melee enemies in this game ^^
I know exactly what bear you're talking about, I just dodge him cause even on Master (I usually play Legendary) he gives me trouble unless I'm above level 30ish.
Try losing him (and the infamous Frost Troll after him) in the rocks immediately left of where the bear ambushes you.
Bears , unlike enemies such as Ice Wraiths and Mammoths, will rarely be able to give chase and keep up if you just run up some rocks.
The former float, the latter are tall enough to climb over obstacles or strike you down regardless of height, but bears can be juked easily.
strategy: hit him and run away when you take damage so you can heal :)))
I would likely try putting a paralyze spell on one hand, and a sword in the other. I doubt they have much in the way of magical resistances.
I'm honestly curious on how the tactic for saber cats is not working for bears.
