6-7 FPS?! Skyrim Special Edition Help
I'm getting 6-7 fps (max 9, min 3) and I have zero idea what the problem is. I originally played on console and only just got my PC so please forgive my probable ignorance as I'm new to PC gaming in general. I've tried toggling settings for graphics and don't understand why nothings working given that my PC isn't a potato. I am modding (some appearance mods/hairstyles, skyui, and SKSE 64 keeps giving me an error despite working as far as I can tell and one outift) using nexus vortex. I've tried launching from vortex, the actual skyrim launcher, and SKSE. Using Vortex fixed my frames to an extent, and by that I mean i was on 1-3 before I switched to using vortex.

PC Specs (If I'm missing something please tell me and I will add accordingly)
Laptop -- HP Pavilion 15-cs0051cl
8th gen Intel Core i5-8250U Processor (1.6 GHz)
1TB Hard Drive × 16 GB Intel Optane Memory
No optical drive
Windows 10
15.6" Diagonal full HD IPS LED Display
B&O Play
No ethernet cable
1920 x 1080 resolution
64-bit operating system
Intel UHD Graphics 620

I'm using the Razor Trinity Mouse. It has a cooling system regulating the temperature, fans kick in just fine.


Task Manager says: (while in start menu)
CPU: 5.4%
Memory: 1,783.7 MB
Disk: 0 MB/s
GPU: 0%

25-30 FPS in start menu, drops to 7 as soon as title fades in. General lag when looking around, etc. On pause for about 40 seconds the FPS jumps to 60.

Task Manager while in intro scene:

CPU: 1.3% Total: 4%
Memory: 3,461.8 MB Total: 78%
Disk: 0% Total: 1-3%
Network: 0% Total: 0%
GPU: 0% Total: 0%


Mods:
Vortex takes care of the load order and I havent seen any problems (aside from some texture overlaps which I fixed, and the pop up from SKSE)

They all seem to be working as intended.

I loaded mods before the first start up, which may be my problem. The skyrim settings are at medium (with "low" on the settings that have (best performance) in the drop down). Do I need to bump it down to "low" for the overall graphics? I assumed my PC could handle medium with some reasonable success.

Do I need to start with a clean vanilla game and then mod? Or is it the graphics? And and all help is greatly appreciated as I've been trying to solve this for a few days with no success.

Apologies if this is in the wrong place, I just joined steam.

UPDATE: Getting 9-10 fps on "low" ssttings

You're using an iGPU. Not a dedicated graphics card. The iGPU cannot handle an intensive game like Skyrim that well

Get something like a GT1030 or a 1660 and it'll run Skyrim fine *edit- just noticed that you're using a laptop RIP*

Question, does your laptop even HAVE a graphics card?, if so, go to the video card options and select skyrim and select the card manually. If not?, well you're darn screwed.

If it is a new laptop and payed more then 300 bucks you pretty much got ripped off. I mean i don't play the special edition but the normal version my 5 year old laptop can play just fine. Fully modded and at high settings, 60+ fps, manuall locked at 60 fps though cause original skyrim is not build for above 60 fps and gets weird. A new laptop of around 800 bucks should play the special edition at least at very high and perhaps ultra settings.

Thats wrong. In terms of gaming you have a potato laptop because of a missing good GPU. CPU and RAM are ok though.
your laptop is more geared towards office user with a tight budget than gamer who wanna play performance intensive games.

rofl dosnt the special ed have its own page?

to the op; your gonna have to wildly nerf the ini settings concerning shadows and maybe some other stuff too. the special ed v. uses fo4's better shadow nonsense... and thats a huge draw on your potato's cpu. i mean, ahem, your computer's cpu.

nerf the shadow quality and draw distance through a notepad editor and it will run fine.

The Intel UHD Graphics 620 should be able to play skyrim and more demanding games
so i guess it may could be the cpu but im not sure, try close all background programs down if you have any running while playing

1.6ghz is bad in todays standards for gaming. 3.1ghz is the lowest I'd go for todays games.
