Glitched Understone Keep / Markarth / Dark brotherhood Cuisine Quest

So once again ive hit a quest barrier in this game that would qualify as broken lol, doing the DB quest to find the Cuisine cook i travel to Markarth and into Understone Keep, which everything is fine i can come and go, but after engaging with the Cook and killing him to complete the quest i then can no longer leave Understone or even get arrested by the guards and taken to jail, once it hits the loading screen im F'd which of course ive been keeping 3 saves per char for a while now so i went back just before i went to kill him and im good, i cant do the quest but i can keep playing and do other quests

so my question is has anyone figured out a fix to complete the quest and keep playing?
- cuz i tried to just teleport his ass out into Markarth or out of town to kill him and keep going from there
- or just console command the quest to be finished so i would go on to the next, but still same thing once that quest is completed when i go to load any next cell it crashes to desktop on me

and i have no mod other than the Unofficial Patch and a Memory fix, which i disabled to check it just in case but same result, and its not just this DB Cuisine quest either, before i was doing the 1st contract you get where you have to talk to Muiri in Markarth and same thing, after talking to her the game crashed to desktop after the next loading, although it did let me load the next area before immediately crashing when i took 1-3 steps

but if i take a save to before i talked to the Cuisine cook or Muiri, i could just unactive the quest and leave it sitting and run around to do whatever else as long as i didnt accidentally talk to those NPCs on future visits to their areas, so the point of problem has to do with the quest flag system
