Report a translation problem
I have a fuzzy memory that there was a bug with Quiet Casting and Throw Voice that it made it completely silent thus rendering it useless.
I'm pretty sure I do not have that, I've barely touched Illusion.
What level of shout are you using, first shout only or all three?
Do you have any mods that change magic or shouts?
Or check your mods for conflicts
Not willing to restart, and had the mudcrab installed at character creation. If the bug can't be resolved I'm simply gonna uninstall the game. I stopped playing it because of that bug annoying me, and came here because I wanted to see if the game was salvagable.
Okay first question do you have the unofficial patches there are lots of things like this that are fixed by the unofficial patches. As seen here.

It does mention ... "The audio for the voice may not play for Argonians, Elves, female Orcs, or female Khajiit."
Fixes a large assortment of bugs in the game. however you need to have all the DLC to use it. Hence the name Legendary as that includes all DLC.
