Throw Voice Bug

I grabbed the Throw Voice shout recently, and every time I've used it, the shout has seemed to work properly in that the particle appears where aimed, it speaks the dumb insult, and the shout goes on cooldown, but not once has any character ever reacted to it. I cannot find any discussions of this specific bug anywhere online, and was wondering if anyone could help me with it. I have no mods aside from the Content Creator mudcrab pet addon that was free in the game's menus.

Do you have "Quiet Casting" perk ?
I have a fuzzy memory that there was a bug with Quiet Casting and Throw Voice that it made it completely silent thus rendering it useless.

It only affects hostile characters that have not detected you yet.

I have used it to get enemies going in the wrong direction, but as you progress it becomes less useful.

I am aware of this, good thing to point out though, thank you. It's definitely not working on hostiles while undetected though.

I'm pretty sure I do not have that, I've barely touched Illusion.

I have used the throw voice shout quite frequently with no issue.

What level of shout are you using, first shout only or all three?
Do you have any mods that change magic or shouts?

Other than the Creation Club free mudcrab, I have no mods whatsoever. I am using a max-rank version.

Well do a test, remove the CC free mudcrab and see if your games shout works. If so either start a new game or load a save from before you added that mod.
Or check your mods for conflicts

Check what mods for conflicts?
Not willing to restart, and had the mudcrab installed at character creation. If the bug can't be resolved I'm simply gonna uninstall the game. I stopped playing it because of that bug annoying me, and came here because I wanted to see if the game was salvagable.

Okay first question do you have the unofficial patches there are lots of things like this that are fixed by the unofficial patches. As seen here.

I have not downloaded anything that isn't available within the game, so I'm guessing I do not have any unofficial patches.

Fixes a large assortment of bugs in the game. however you need to have all the DLC to use it. Hence the name Legendary as that includes all DLC.
