Elisif's Tribute issue
I want to buy the manor in Solitude, and I know I have to to a series of quest to buy it. Previously I've tons of issue with 'Wolf Queen Awakened', took me feww days to get it fix and complete it(legitly in game not through console). Now I can't seems to trigger 'Elisif's Tribute' for some reason, I have no issue with previous characters until now. Any idea how to fix it or I'm missing something?

Here's what you need to do to unlock Proudspire Manor: http://en.uesp.net/wiki/Skyrim:Proudspire_Manor

I don't see any bugs listed there as you're having. If you're running mods post your load order.
