Also, sounds like you have a mod that is renaming the watchtower, so that mod may have something to do with the random encounter.
Those types of misc quests where you find a dead hunter with a treasure note are random encounter events, so you could find a dead hunter basically anywhere, and the place where the note tells you to go is also random.
So can literally appear anywhere.
Locations:
North of Embershard Mine (across the river), and east of Anise's Cabin near the stairs that lead to an iron ore vein. The note is in the inventory of a dead treasure hunter just north of the waterfall closest to Riverwood.
South of Purewater Run. The note is carried by a dead Treasure Hunter.
Between Stillborn Cave and Journeyman's Nook. Imagine a straight line on the map between the 2 places. A dead treasure hunter can be found along that line. The note is in the dead treasure hunter's inventory.
Southeast of Ragnvald Temple, in a Treasure Hunter's inventory.

Just because the note appeared to you there, doesnt mean that the note will appear on the same ingame day for another person too. Thats the points of random encounter.
Like I said, the unofficial patch fixes things like that - it's one of those 'essential mods' you should have in your load order. If you don't use it then that's your call, but it fixes things like journal entries not going away when the quest is completed, and lots of other stuff.
