Can't obtain Mehrune's Razor?

I am trying to get the Mehrune's Razor. I found out you need to talk to Silus Vesuius about his museum. I am level 24 and even have the letter in my inventory that suggests I visit his museum, but when I do there isn't any dialogue. Does anybody know why I can't talk to him or maybe I can obtain the razor some other way?

Did you already clear out Dead Crone Rock or Cracked Tusk Keep?

I thought that was in Oblivion? Or is there a dagger with a similar name? In Oblivion I believe it is from DLC...I am playing just the basic Skyrim game with only the texture packs added...no DLC yet...

in skyrim its in the base game.

Even in basic, unmodded, no DLC vanilla Skyrim you have the Merunes Razor questline. The first time you visit Dawnstar after receiving the museum pamphlet, if you go to where the quest marker indicates, Silas's house, you should see him on the porch and female priest out front talking about the opening of the museum. Let them finish that conversation and then approach Silas, he should then talk to you about coming inside and having some possible work for you.

You CAN obtain some or all of the pieces of the razor before even going to see him the first time.. (if you know where to go to get them or just by chance have obtained them) It won't break the quest at all.

Yes, I have cleared both of those locations. I have all the parts to the razor on me as well. Is this good or bad?

Retrieving a piece of the Razor and bringing it to Silus before starting the quest may cause the objective to remain stuck."
