Report a translation problem
When you run in near the top right corner there are three horizontal bars. Click on them to get your mods sorted. After you apply the sort, in the same corner there are three vertical dots. Clicking on them gives you the option to copy your load order so you can edit your list above to show us the load order.

Or you can do a clean install.

#1 does this problem appear in a new game?
#2 as bandaid if its solely in this savegame. use the mod called skytweak https://www.nexusmods.com/skyrim/mods/33395/? and change all health regen attributes back to standard.
Generally speaking, none of your mods should modify the health values. BUT then I had an idea because I looked lately myself all the time in the wrong spot. Did you by chance used 1 or more restoration spells of the apocalypse package?
