That's how the game works... Gonna have to mod it to change that.

Hoods and Hair use the same slot so when you but on a hood your hair disappears and when you remove the hood your hair returns.

And same with helmets or hats.

Wasn't there a mod at one time that add hair when wearing any of those things? Wigs or something like that?

Yes, added wigs - but can't remember offhand what the name was.

Are you using mods? If so, post your LOOT sorted load order. To post, click on the 3 vertical dots in the upper right corner of the LOOT screen, select Copy to clipboard from the dropdown menu, and paste here.
Probably a mod is doing that.

LOOT is a mod sorting tool used by most of the people modding their game. If you are modding your game and not using it then there is a possibility that your load order is causing a conflict between mods and that is causing the hood not to show when equipped.

SMR was asking if you are modding your game and weather or not you are using LOOT. If you are then the instruction he has given you will allow you to post your current load order here on the forum so that he and others will be able to see if something is wrong in your load order.

LOOT is not perfect and can sometimes miss things.

The issue is my nexux mod manager doesnt work properly for some reason so i dont know how i would use LOOT or what ever i just use workshop mods :/

It takes several extra steps to get Nexus Mod Manager (NMM) to recognize Workshop mods. Plus most people will tell you that the Workshop is the worst place to get mods and to use Nexus Mods instead.

While NMM is no longer support I still use it myself and am having zero problems.

However, if I'm not mistaken you can still use LOOT with or without a mod manager. I could be wrong but you could give it a try.

if you just want to fix the bald problem, opening the console commands and using showracemenu or sexchange usually fixes small bugs like that.
