It said I completed the Battle of Windhelm, then it gave me a new quest, marked "[...]". The description is "I will help General Tullius quell the Stormcloak rebellion and reunite Skyrim by restoring Imperial control." And the object is "Report to General Tullius" but when I go to talk to him there is no new dialogue and if I I type in setstage cwsiegeobj 9000 again it completes the quest as "The Battle for [...]"
Soooo what gives?
Have you used any console commands previously to complete any quests, bypass anything, or ressurrect a named/unique NPC?
EDIT - One more thing, is your FPS capped at 60, or are you exceeding that?

I have not used any sort of console commands to complete quests, I only used an unlock command once to open a master locked chest because I lost 40 picks and I only got like 6 gold out of the chest anyway, and used resurrect to restore a bunch of Imperial guards that died during some skirmsh but they were non-essential so I don't think that should be an issue.
I also used tgm a few times so I van fast travel even though I was overencumbered.
That I can remember I have not uninstalled any mods, at least on this save, though I have had trouble getting these mods to play nice together.
And no, my FPS is pretty consistently under 60 fps, unless I set the settings to medium quality, then it sticks around 60 fps.
The CTD and missing texture issues sound like the game is running out of memory at times, but that should not effect quests in the game. I would tend to think that it is a mod conflict.
Unfortunately, I must apologize to you, as I do not have the time to really help on this - too much going on in real life right at the moment - so I have only been able to check the forms very infrequently these last few days. I see that Alex has stopped by, however, and he is extremely knowledgeable about the game.

I tried that, it only started the Kill Vittoria Vicci quest but it didn't help me with the "Silence has Been Broken" quest which is what I'm stuck on bc I can't give the letter of credit to Astrid :/
I looked up the quest ID for "The Silence has Been Broken" and used console commands to finish the quest. I then used the suggestion by AoFA Fightdrug to start the next quest, "Bound until Death". This removed the letter of credit from my inventory and allowed me to talk to Astrid again. better yet it seems as though I can continue the quest.
So, the question is am I good to keep going or will this lead to bigger problems? I'm not gonna overwrite the save from before the commands in case I need to go back.
after this the quest should be manually done and i think you get the reward too
Awesome, so I'm gonna continue my game as normal then. I saved immediately before and after in different save slots so if I need to come back I will.
