[SOLVED]Stuttering, Laggy, Jumpy, Weird acting NPCs

Hello I have kinda big issue.

I downloaded skyrim again after a while with my old mods.
Before that, it worked wonders. No lags, weird acting NPCs nothing. It was all normal.

Now when I started it again. The game went crazy. Right at the beggining (with Live Another Life mod) when I enter the cave to find injured Hadvar nad Ralof....That's ok. Afterwards when I proceed to the spider section. They look glitchy. Like they do some kind of miny jumps, they kind of lag which makes them look glitchy and often they even float in the air.

After I left the cave to go to Riverwood. I met a hunter with a dog. Hunter was ok. The dog was not, he was in even worse state than the spiders. Just stuck floating in the air.

I tried uninstalling all mods and play vanilla only. Same issue...

I am kind of helpless so that's why I'm asking.

GPU: MSI NVidia RTX 2070 Super OC VENTUS 8GB GDDR6

CPU: AMD Ryzen 5 3600 (6 cores, 3,6 GHz)

RAM: 16GB RAM

1 TB SSD

OS: Windows 10

144Hz FullHD monitor

Welp, kind of fixed the issue.

Tried using same fix as other thread did. Set refresh rate to 60Hz.

Game looks laggy but the problem is gone....damn.

Is there anything I could do to make it normal on 144?

Nevermind, found a fix.
Just had to add a few commands to skyrim.ini

I don't remember, thread is 4 years old, I never modded skyrim that much since
