Kleppr has no rumors (Abandoned House Quest)
Well, I know that I need Vigilant Tyranus to get into the Abandoned House in Markarth, but I can't find him (not even with console commands, he simply doesn't exist) and I guess that Kleppr's rumours will trigger his spawn.
But, and I don't know why, he doesn't want to talk about rumours anymore. (I think he had some other rumours once ...)
Cloning him or Vigilant Tyranus doesn't solve a thing - already tested it.

How can I make him talk? Or maybe there is another way to make Thyranus spawn "naturally" so the Molag-Bal-quest will finally start?

Here's some possibly helpful information:
- My first visit in Markarth was caused by the quest "A Night to Remember", but I'm more or less sure I've seen the event with those Forsworns - it must have been about a year ago actually. (I know that some people got a bug because of that so they didn't see this event. But not in my case, I'm sure. More or less.)
- I've killed Cosnach on the shrine of Boethiah, if that is a problem ...
- I'm using Skyrim Script Extender for some minor mods such as Inigo, a better UI and a dancing-mod (cuz why not). If you need some more information about that I could search for names - but for now I'm tired.

Though I feel like being the only one with that kind of bug (which sucks btw) I would be very thankful if you could find some solutions. I just don't know any further ...

if you want provide mods then the best way is to post the load order here. that way you dont need to look how the mods are named and type them all here. if you dont know how to get the load order, then open loot and click on the 3 dots upper right corner and copy load order. if you dont own loot, then download it at https://loot.github.io/
Vigilant Tyranus always spawns for me upon my second time entering the main city. I enter, the forsworn attack happens, I either leave or enter any house, and he's there when I come back. I've never seen a rumor related to him.

if I had to guess, it's because the quest can't be completed for whatever reason. Such as someone related to it being dead. Which you suggested may be the case.

Honestly I forgot about some mods.
I notice a couple of things in the load order:

Dawnguard and Dragonborn .esms are reversed.

The Dance of Death is outdated and problematic. Even the author recommends:

I don't know if correcting either of those will help solve the issue, but they may be related to it. Changing them will certainly help on your next playthrough.
in general you should use LOOT for sorting your load order, FNIS and PCEA2 are also reversed

Also I tried to update some mods, but for now I wasn't able to log into the server of the Nexus Mod Manager. I'm going to try again later.
I'm still not able to get into the server of the Nexus Mod Manager.
So instead of updating mods I just tried to disable all of them for a moment an try to talk to Kleppr again.
He still hasn't the option of talking about rumours so I don't think the mods are causing it.
I don't think the innkeepers will give you any new rumors if you haven't investigated the ones they've given you already. Check to see if you have any miscellaneous quests to do in the Reach, and knock out any you find.

You also can't disable mods mid-game. Scripts and other info from them get baked into your save and can't be removed: https://steamcommunity.com/app/72850/discussions/0/1495615865205745360/

See if any of your mods remove essential tags from NPCs. Could be that one did that and now he's dead.

Isn't the mace of molag bal level locked, there by locking the quest until over level 20?
Right now I'm trying to solve all my quests to see if that works.

I recall seeing a rumour-option somewhere once.

And I'm already Lv.74, so that shouldn't be the problem.
Is he waiting for you inside the house?
He's not waiting for me. Vigilant Tyranus didn't even spawn (I tested it) and I haven't received the quest from Kleppr yet to make him spawn. So I didn't enter the house yet.
Are you able to reload from the first time (or before) you entered Markarth? If not your only solution may just be to start a new game.
I'm not able to reload from that time. For now I'm just trying to solve all my quests and if that won't unlock the rumours I'm going to start a new game.
