I cant get the quest for gallus's journal

After completing the quest to go though snow veil sanctum and talking to karhlia, she gives me gallus's journal and tells me to speak to Enthir at the college.

Unfortunately, the quest doesn't activate and I have tried reloading to before talking to her, but it still wont give me the quest. Is there any way to fix this?

Have you tried the inn at winterhold? He's not actually at the college.

Goto Frozen Hearth Inn @ Winterhold ... Enthir should be in the inn proper or down in the basement area and try talking to him and see if that kicks in the continuation of the quest.

The problem is I have seen him in the college. It doesn't give me the option of speaking with him about the journal.

For that quest you have to talk to him in the Frozen Hearth not the collage.
