BUG: I can't talk to any NPC's, I can pickpocket just not talk.

I've tried disabling all the mods i use but i still have the problem.

#0 does that problem appear in a new game?

#1 load order pls. if you dont know how to get it, then open loot and click on the 3 dots upper right corner and copy load order. if you dont own loot, then download it at https://loot.github.io/

#2 did you remove mods, at any given time, while playing your current character?

does not happen in a new game is bad. atleast in the case if you wanna track down the problem. because script problems, mods etc are baked into the save game.
doing the troubleshooting in the affected save game has the potential to lead you in the complete different way.

short version: your save game is corrupt and the best way is to start a new game (if you wanna get completely rid of the problem)

some things I see in your load order, in case you wanna start new:
#1 why no unofficial patch? :o
#2 dance of death is kinda outdated and its replaced by https://www.nexusmods.com/skyrim/mods/56980/?
#3 but overall the LO seems fine, so probably something within your savegame bugged out.

Which key are you using to crouch? Try double clicking it to see if it is a stuck button.

A stuck key could be locking you into crouch which would stop you from being able to talk and allow pickpocketing.

Also attempt double clicking it while in first person ... and in third person view

:edit Have you read up on Sneak tools it seems others there are having troubles talking to npcs

unless "If your wearing the hidden id mask you cant talk to anyone, take it off without anyone seeing you then you should be able to talk to anyone its sposed to hide your id

Glad it helped ... I just browsed your load order and the Sneak tools seemed like a possible suspect ... plus sounded interesting so I went and had a read. I always read the posts section as well as any one having problems lists them there.

For me that's where I find out how reliable a mod is .. from other posters.
