Horse always comes first.
This is the simple answer. NO ... Guns are not strictly lore friendly. Gunpowder isn't in Skyrim.
There is however the long standing term:
YSYW = Your Skyrim Your Way ... MSMW =My Skyrim My Way
So if finding say a hand carried Dwemer artifact that fires bolts via a steam mechanism similar to what is installed in Sphere Masters and other automons is an ok idea with your vision of the lore... then go ahead and use it.
The main fact is that when you add your first mod, your game becomes unique to you. It's your game and your prefrences that feed YOUR vision of what should or should not be available in YOUR game. Anyone else's opinion doesn't really matter.
cannon's are, well, canon, at least according to TES2, though no mention of gunpowder is made
TES3 implies that bombs are made from fire salts, so it would be fair to assume cannons work the same way
if you dive into kirkbride's writings, supposedly argonians used to have like aetherial cannons and ships that could travel between mundus and oblivion and other weird ♥♥♥♥ like that, so YMMV
a gun in the traditional sense - a projectile weapon that uses gunpowder as a medium - definitely doesn't exist in established lore, but cannons do
that isn't to say that becuse cannons do, the logical conclusion must eventually happen; mundus has been going through various eras of socioeconomic turmoil that has reset technological and scientific progress, and the most technologically adept race ♥♥♥♥♥♥ off somewhere at some point so that didn't help matters any
In the Lore there has been zero guns, the most advanced weapon (as a weapon) has been the crossbow. Dwemer created Automatons and mechanised creations, but even here the most advanced weapons have been Crossbows.
Magic essentially eliminates the need for guns, why bother with flintlock pistols when a fireball does more damage. And without the earlier clumsier versions, the technology never develops for breechload guns, let alone automatic and machine guns.
This doesn't mean they never will develop guns, just makes it extremely unlikely, and not in the least bit Lore-friendly.
