Have you installed ENBoost? I didn't see that in your list. It's a bit of a chore to add since the instructions can be a little hard to follow but it fixed my problem with cell transitions and crashes while running around outdoors too fast from cell to cell. I think I had to update my SKSE.ini as well but maybe that was something else since I had a couple things I was correcting at that time.

If you are using an ENB, then you do not need it, as the ENB takes care of it.
Oh... one more quick thing I now do to help my game run smoother... I reboot my system once a day ... usually first thing in morning while I am making coffee. It does help a bunch for me to keep things running fast and smooth but maybe that is just my tired old laptaop needing a break every day.
short of using a program for making a video of my game screen , i doubt that it may be possible to see the problem.
I have three different set of Saves of three different Charcters and two of them are either freezing or dropping out , I've ran TES5Edit, LOOT ,FNIS (though logs say that animation file may be missing) and Wrye Smash, and all don't seem find anything wrong.
Next step remove my data folder put a fresh one in verify my files reset all my mods and use my written list to reinstall them back , lose the two characters as the saves are buggy and getting them back may well be beyond me. (this happen to Gopher mind you much worse with his Stiv character ).
What is needed a program that can do a run time scan of game while running and out put a log of everything in English to output screen which the end user can look at, and when the game crashes can see exactly what cased the crash then use the same program to output a copy of the text so i can be posted. (or fix the problem themselves)
NB if i didn't mention it before I don't mess with the Skyrim.ini and SkyrimPrefs.ini simply because it can cause more problems than it solves.
I've been playing Skyrim LE since January of 2012, when i've had problems with saves Ultimately i just retired them. and or just blown away my setup , biggest problem I have and a lot of people have it too is that you can't try out mods without sacrificing a lot of characters , I still have mods i've not try going all the way back to 2015 that i would still like to try but never get there.
Funny I only get the freezing or dropping out in outdoor area and or sometimes going through load doors just depends when game demands resources.
Being from 2012, you would have already known this, unless you have not kept in touch with the discussion regulars here.

-Continue Game No Crash mod and Load Game CTD fix.
Also don't forget the skse fix and turn on papyrus logging. Check the 0 logfile to see if problems show up there. For mods, you generally want as less as papyrus writing as possible if you keep using it. Less stress on loggin and longer scanning scripts is what you should aim for. Also test your game stability by toggling grass on/off if you're outside. (tg in console) If the game runs much better, try disabling grass mods if you have any.
This was exactly what I was experiencing and thnaks to helpful folks here, got me thru the ENBoost and SKSE.ini corrections that fixed it for me. I have the high rez texture pack installed but no additional terrain enhancement mods. I don't want to press my luck on my tired old laptop...maybe when I can get a newer, stronger, more virile machine.......then maybe I will try and get to see what all the hoopla is with the terain, water and foliage enhancements
on top of all that I'm not using anything that affects the grass in skyrim the water yes grass no
when this sort of thing happens it time to blow the setup and start over.
32bit version of skyrim is limited to 3.5 gigs and somehow i've manage to piss it off.
on top of all that when i first start playing skyrim it was vanilla , I only got into modding after I found out about Gopher and his tutorials, i wasn't even aware of Steam Community for Skyrim back then, if i had a problem i used the Tutorials and if that didn't work i simply retired the saves blew away the installation reinstalled added back things like SKSE, TES5EDIT, the Unofficial Patches and then cleaned my DLC and put back mods that i normally use IE UNP .
It has taken me 6 years to get to the point where i'm comfortable enough to come to the community for help, it's also the amount of time it taken me to get to the point where i'm ok with modding.
