Don't know if you have these, but it is undoubtely a conflict in that script.
Unfortunately, since this involves a script, and the removal of a mod, you will either have to go back to a save made prior to the culprit mod having been installed, or start a new game.

I run all 3 of them at the moment. That optional mining plugin of Traps Make Noise does indeed conflict with CCOR, but comes with a compatibility patch to replace that mining script.
Try that patch and see if that fixes it - if not, you have a problem, as I outlined above. Hope it works
DBL, if you have any of these mods or others related to mining: Search in the Script folder in Skyrim/Data and look for MineOreScript.pex (and perhaps CACO_MineOreScript.pex). Back up those files somewhere, remove them from that Script folder and try if that changes anything in-game. Posting your loadorder (with LOOT) does help us narrow it down.
So did you check in the Scripts folder if a MineOreScript.pex file is present? I highly doubt Usleep is the cause, it's possible it has a conflict with another mod though. Have you by any chance removed any mods mid-game?
Edit: ♥♥♥♥♥♥♥♥♥♥, it works on a new character, well thats both good and bad I guess, imo leveling to 13 takes a good amount of time and I really don't want to redo everything just for the ores... no I'll just not mine, it's not the worst thing in this game.

And, just to reiterate - USLEEP is not the problem.
You could use a scriptcleaner to try to fix your current save by removing possible orphan scripts, but to be frank, if you're only at level 13 starting fresh is far less of a hassle. And yeah, don't remove mods during a playthrough, problems like these are bound to happen that way.
