A very strange frost bug Please Help!

So today I installed project aho a quest mod.
Then I started skyrim and continued on from my most recent save.
When I loaded into the game straight away frost or Ice was shooting out of my characters head.
It acts the same as a spell. It uses magicka (when magicka runs out the bug stops also, but once magicka replenishes lithe bug returns)
It also does damage to npcs
Keep in mind I'm not pressing any buttons or keys.
If I load any save it will continue on that save.
I'm so confused. How could that have been triggered.
I can't really play the game now because every two seconds a burst of frost is shot out.
This is incredibly strange
And even more annoying
I have deactivated all mods and still no hope.
PLEASE Help!

do you have Loot, Wyre Bash and TES5Edit?

No I have none of those.
Aren't they for making your own mods?

no they are all essential tools for modding

Loot = keeps your load order in check
wyre bash = create patches
Tes5 = is for cleaning masters and some other utility stuff

I would highly recommend to look into the sticky guide here on the board.

Please start you own thread giving specific information particular to your issue, as well as posting your load order. To post your load order, just click on the 3 vertical dots in the upper right corner of the LOOT screen, click on copy load order from the drop-down menu, and then paste in your new thread.

Vortex keeps a .txt version of your mod load order here:
C:\Users\[your name]\AppData\Local\Skyrim Special Edition\loadorder.txt
find it and then copy and paste it in your new thread.
