Cloaks of Skyrim indeed has a cape with a high collar (like classic Dracula, but no red).

But I'm not sure I know what you mean by 'there are way too many capes and I don't want to add them one by one.' Just activate the mod in your manager.
I know about the daedric cape within CoS but the lack of HDT physics makes it stick to my legs when I walk.
