50 Pct More Perk Points for Skyrim Classic?

I can only find a mod on bethesda.net that would require me to have Special Edition to actually install it and I was wondering if there is another way to get it or atleast a mod that can give me perk points every other/2nd level (not every single level).

It would be easier for You to keep tracking of second(additional perk point) and give it yourself via console command.

If You want to go around try mods like Ordinator and other skills overhauls. Disable everything and config perk points gain.

You can't use a mod ment for Skyrim SE with regular old Skyrim. They have different game engines.
