Imperial Forces already knew about the location of the sanctuary and the password to it. All they
wanted was either the person to do it, or a reason good enough to do it themselves.
Multiple playthroughs of Skyrim really make the quests make more and more sense, although i do recommend the "Alternate Start : Live Another Life" mod for doing that.
With Festus I imagine he realized it was an attack and started attacking them outside. So they tied him to the tree and used him as target practise. To get themselves steeled for the fight inside.
But 20,000+ gold from their quest is tempting
You'll pretty much always end up with more gold than you can spend no matter what, so go for it.
Some of the bonus items from the assassination missions are nice as well.
