Report a translation problem
Here's a (spoiler' hint how- go visit the imperial soldier who helped you escape from the fort in the very beginning (forgot his name)- be certain to have a dagger in hand, a simple heal others spell, wait downstairs till his family goes out for the morning/day....walk up to him (facing his back) in a crouch- then start slicing away- if his health goes too critically low, or he turns completely around at you - then stop swinging (or heal him), wait till he turns to face away from you again, then keep swinging- soon enough your sneak, longsword, restoration and maybe one other skill tree will be levelling MUCH faster....first time around you should max out sneak alone in say 30-60 mins of real time.....
thats wrong. the sneak meter indicate the player if NPC see him or not while crouching. if it would be always on (eye open) then there would be not much sense in that indicator

you could try a mod like https://www.nexusmods.com/skyrim/mods/76130/ to force you out of combat
Start at level forty and it's nearly impossible to get that eye closed, making it a right royal pain to develop.
As I said it was a visual glitch, I just walked through a door.
