I'm going to guess...... The spell was something they were going to put in, but removed because it's overpowered in a game where a good chunk of the enmies are undead (Draugr, dragon priests, ghosts in certain places, etc).
it does:
its simply not a player spell
same like the spriggan swarm spell mentioned by OP
apparently the spell is used in some way ingame, just took a more intensive search
that mod https://www.nexusmods.com/skyrim/mods/3980/ lists unused spells. The "Meridia's LIght" spell has the ID 000FEE36. Searching in the CK that ID brings you to a script used by the Dawnbreaker (sword of Meridia) which utilizes that spell.
So my hypothesis that the spell is the beam was wrong, but I was right that this is simply not a spell intended for the player.
