General goods merchants will also occasionally have them for sale but that way is pretty hit and miss like killing tons of people to loot amulets of the divines specifically.
You never find one if you need it but get tons of them when they are just clutter in your backpack. I personally hoard the crap out of those amulets and have one strongbox devoted to housing just them so I can see how many of which divine I got when I am ready to end that play thru. Kinda like a scorecard or collecting sports cards. Be like :: "WOW! 39 Stendarrs this time but only 13 Maras and 11 Dibellas!"
I almost completely forgot to add.... If you have the pickpocket skill... any Priest of Arkay can be pickpocketed for his/her amulet. But then again...when you need one... can't find any of them either. Brother Verilus in Markarth is a sure thing to get one and best of all...you don't even have to steal it from him.
