Irileth isn't appearing?
So I decided to start a new save after 2 years, I got the dragonstone but well, Irileth isn't storming and telling us a dragon is attacking. She doesn't seem to come to me with prid 0001a67f and then moveto player nor can I progress with SetStage MQ104 15, I don't really want to just throw my 2 hours into trash because a bug like this happened, also here is a list of my mods (I used loot to organise too dont worry)
Unofficial Skyrim Legendary Edition Patch
Apocalypse The Spell Package
Moonlight Tales Essentials
Enhanced Blood Texture
Fast Levelling
FNIS
Pure Waters
Silver Dragon Armor
SkyUI

did you bring the stone to the mage?

If you did, try reloading and playing that scene again; as simple as it sounds, it usually works.

Sorry for the late responses to 2 of you but, I brought the dragonstone to faraldir and i reloaded the actual scene 3 times and the ♥♥♥♥♥♥♥♥♥ quest at least 4 times.

player.placeatme 00013BB8 1

then try those commands in your original post

if the player.placeatme 00013BB8 1 command didn't work, then a mod did edit her and you may be stuck in limbo, in which case type in

help irileth 0

and look for an NPC entry with her name. if the first few digits are NOT 000 then it definitely means some mod you're running edited her. the code to spawn her will print from the help command if she was modified.

Do not use placeatme, that command places a copy of the npc not the actual npc in the game. This can be gamebreaking.

Vanilla bug...
After finishing Bleak Falls Barrow by turning in the Dragonstone to Farengar, the quest Dragon Rising may fail to start.
This appears to be caused by Irileth being completely missing in the game. You have to first enable her through the console (prid 0001a67f followed by enable), then place her at you while you are still in Dragonsreach (moveto player) and finally, advance the quest (setstage MQ104 10 then setstage MQ104 40). The quest rewards will be added to your inventory and Irileth will start running towards the tower.
See post #1 for link

So to fix...
~
prid 1a67f
enable
moveto player
setstage mq104 10
setstage mq104 40

Do you have a save from before you turned in the Dragonstone? If so, then try this...
If you have a save before turning the Dragonstone to Farengar but no save of before getting the Dragonstone or simply Starting the Quest(Bleak Falls Barrow), get into Dragonsreach and type in the console (Completequest MQ104) which should indicate you the Bleak Falls Barrow is completed but it should be in your Quest menu ready to turn the Dragonstone to Farengar. Do turn the Dragonstone to Farengar which should complete it a second time and it should start Dragon Rising (Making Irileth storm in shouting stuff about Dragon).

If that does not work, then follow this guide https://steamcommunity.com/app/72850/discussions/0/535150948617437868/ and test on a new game.

Setstage did nothing thought :/

Yeah, that advice works chiefly for players who had Not So Fast - Main Quest and forgot that they use it.
