Help with creating a Nazgul/ Witch King character.
First and foremost, and as a small disclaimer: I'm aware that mods for this particular thing exist. No reminders are needed.

With that out of the way, let's pretend that they're no Skyrim mods of any kind.

How would one go about making this build without the use of mods, using only everything that Skyrim has to offer, including the DLCs?

I've been to the Tamriel Vault sites, as well as several other sites for answers, but I'm still not satisfied with the outcome.

So far, I have a small general idea:

Attire: Daedric gauntlets, Ebony boots, and a black robe. Don't forget a Ring.

To me, the tricky part is the hood, assuming that you're not using the hooded variant of the black robe. I've seen a suggestion saying to use the Nightingale hood, while it's nice it just doesn't seem right. That, and taking into account that wearing heavy and light armor together, which to my knowledge, is a no-no in Skyrim.

Similar to attire, I'm kind of stumped on the weapons.

The Mace of Molag Bal comes to mind. Along with Mehrunes Razor.

Initially, as a two-handed approach, the Ebony Blade comes to mind since you're being what's classed as an evil character. But would a two-handed approach be necessary?

I'll leave the choice of spells/Shouts/Powers up to you. Ultimately, what I agree with are the following:

Aura Whisper (which mimics the Nazgul "I see you,") Become Ethereal, Dismaying Shout/Battle Cry (if you're not going as a Nord,) maybe Frost Breath, Ice Form, and Summon Durnehviir? Marked for Death, Bend Will (Dragonborn DLC for riding dragons.)

I'm not going to go into the whole combine this and this for making your own spell combos, I'll leave that up to you.

Small things I've seen/still unsure of: get Shadowmere or Arvak (whichever you prefer.) Trying not to fast travel, only traveling via your trusty steed. Which Main Faction Quests to do: Civil War, DBH, Companions, etc. Having an Orc follower or a fellow Nazgul (if that's possible,) a home/base/lair to reside, etc, etc.
