Report a translation problem
Have you made any changes on your game or system that affects the game since your last start? When you started the last character, I mean.
Has your load order been changed?
It would appear that something has altered those portions but it's hard to say when I don't know how your setup was before compared to now that the problem is occurring. I've never seen that before nor remember ever reading about it happenning in all the years I've been reading Skyrim posts.
Start by taking a close look at your mods and load order. LOOT is not infallible. It likes to put UFO on my list near the top when it needs to be at the bottom/below all the modded followers for instance. I have to manually move UFO back down my DATA list after I run LOOT or I cannont have more than one follower.

Have you tried cleaning your master files? TESVedit.... There is a good tutorial by Gopher on YouTube for it. There might have been leftover scripts or refrences from the removed mods that are affecting your new game.
On a different note... I notice you are running RDO and FCO. I had to disable FCO in mine because the followers were repeating the same 4 or 5 lines constantly. All those added dialog lines and they start repeating the same things. I was to the point of wanting to just turn to my one follower and tell her to "GO TO MORTHAL AND BLOW FALLION ALREADY SINCE YOU ARE SOOO INFATUATED WITH HIM!!!" She was telling me about him like every 3-5 minutes. It was crazy. The total opposite of what I installed FCO for.
I didn't know how to use the TESVedit before watching the video tutorial (3 timesjust to be sure) either and I don't do ANYTHING except what he shows on how to clean the master files with it. It made a HUGE difference on a lot of little problems I was having before.And now, I only do that if I remove mod(s) and am having sudden problems or glitches. I still have a loading screen glitch that hangs up my game now and then after going thru a cell portal but I think that is more a performance issue with my older machine sometimes getting bogged down. I have just gotten into the habit of saving before going thru a portal if I haven't saved in a while. Just in case.

I don't suppose you know what this means?
Mods should not be affecting vanilla console commands. If you have a mod that does so, report the author for publishing a dirty and destructive mod.
Doublecheck the console command is correct, especially that you're spelling it correctly in the console window. If you're using an UltraHD resolution, the text in the console window is very small, and typos are easy to miss.
However, if you didn't get an error message, then it was entered correctly. Therefore, perhaps the number you entered was incorrect for what you were trying to do. If this was done in an existing save where you had done it once before, then you may have negated the value from the previous play.
Start by moving Skyrim out from program files.
MO should not delete any Skyrim Master if you not tell it.
