There was a similar mechanic in Oblivion where "unseen forces saw what you did last summer" and Imperial Legions pop up out of nowhere to arrest you for something you did in the bottom level of a dungeon where the only two people were you and the dead guy.
Now the Thalmor on the other hand...they've sent piles of bounty hunters after me but never seem to do a thing when I walk up to one of their prisoner trains, which I promptly slaughter after I've angered the guards by being lippy. I guess they don't want to publicly attack the dragonborn with no provokation.
I do like the little dialogue bits from bystanders now and then, as they tend to clue me in to things I might not be aware of, like diseases picked up, or crimes I have accidentally committed.
