Report a translation problem
Take a look at the Unofficial Elder Scrolls Wiki for the quest stages. Assuming you are playing on a PC, type setstage DLC1VQ05 120 into your console. If the item does not appear in your inventory but the quest stage completes, use the console to get the item. (Type help Blood Scroll or help Elder Scroll into the console to search for the item and type "player.additem xxxxxxxx 1" to add the item. The x's represent the numbers/letters which represent the item.
Can't promise it will work, but it's worth a shot.
NOTE: You may have to re-set the quest, starting from the beginning. You would do this by typing "resetquest DLC1VQ05" in your console, then proceeding through the list until you get the scroll.
Some quests only trigger as you arrive or leave an area on foot so if you fast travel to your destination you may be glitching the game yourself.
I find the more you use the setstage commands to fix issues the more of them you create until it has become a buggy mess you need to restart.
So in looking up the link rider provided, if you use getstage command to see which stage your quest is on and read up recommendations from the UESP bugs section.

I’ve been at this for about a month trying to fix the problem. I couldn’t read the scroll for Alduin’s Bane and I couldn’t read the scroll for Unseen Visions.
I’ve used console commands to either give myself the scrolls or place it on the ground and pick it up. Either way it doesn’t seem to want to appear in my inventory.
I’ll try resting for a month to let Skyrim reset and walk to the destination instead of fast travelling as advised by Eternie. However, just in case this doesn’t work, let me know if there’s anything else I could do. Anything at all that might fix this would be much appreciated.
